DeLormes InReach has been a popular navigation tool and tracker and is now owned by Garmin. InReach uses Iridium satellites to fix positions beyond phone service.

What this gadget does is to provide you and your friends a breadcrumb track of any voyage you embark on. It also lets you send text messages.

While this is not a EPIRB or a PLB InReach does have an emergency feature. The emergency feature does not contact the Coast Guard, but it will get you in contact with someone who you have setup as an emergency contact.
